Senior Membership cards are white and have your photograph, name address, phone, and emergency contact information. They cost $2, can be obtained by calling (505) 955-4721, and they never expire. If you lose yours or ever want to update information, that costs $1.00. According to the Older Americans Act, the following criteria or exceptions must be met in order to obtain a card: - Be sixty years of age or older
- Be the legal spouse of a member age 60 or older
- Be disabled and living in senior housing, regardless of age (for meals only)
- Must be an enrolled member of the Division of Senior Services, with a Senior Membership card.

Fire - Operations Page

The Fire Department is the primary 9-1-1 provider for all medical calls in the City of Santa Fe. Our goal is to get medical assistance to anyone that dials 9-1-1 within six minutes of the call. Therefore, with all of our members being trained Emergency Medical Technicians, we send the closest unit to the call. That unit may be a Fire Engine. |

The Fire Department ambulance service is governed by the State of New Mexico Public Regulation Commission (PRC). The PRC determines the amount allowed by law that ambulance services in the State of New Mexico can charge for providing medical care and transport of patients to a hospital. Some patients may also receive a bill when they are not transported to the hospital. This amount is also governed by the PRC. |

The Firefighters are on duty for 48 hours at a time. During this time, they eat all their meals either in the station or at a local restaurant. Eating at the station requires them to go to the store and purchase the food they will be preparing. With the understanding that they will respond when there’s an emergency, they can also go to a local restaurant to have a sit-down meal. Many meals go unfinished due to an increasing number of emergency calls for assistance. |

It is the law. Emergency vehicles that are traveling with their lights and siren on are trying to get to an emergency scene as quickly and safely as possible. As a motorist traveling on the road, you do not know where this scene is and which route the emergency vehicle is taking. By pulling to the right and stopping, you are providing a safe passage for any emergency vehicle. |

Open burning is not allowed within the City of Santa Fe without a Burn Permit issued by the Fire Marshal. Individuals and organizations wishing to obtain a Burn Permit must submit a written request to the Fire Department three business days prior to the day of the burn. Within the request, the applicant must provide the location, date, time, purpose of the burn, and means of putting the fire out. No. The owner, or whomever they choose, may draw the plans for a residential project as long as the structure does not exceed two stories in height, contain more than four dwelling units of wood-frame construction, or have a total occupant load of more than ten. Plans must be clear and detailed enough to explain the project and indicate how it will be built. In some cases, the complexity of the project may require the skills of a professional. If the plans include the need for new beams, lateral support (earthquake or wind resistance), and they are not designed using standard software or prescriptive designs obtained from the building code, an engineer or architect will need to provide calculations for those items. When impervious surface is added to a property, the rain water that used to fall on the ground can no longer be absorbed by the soil at the same rate. An impervious surface is a solid surface that can not absorb water. Examples include a roof, a poured concrete patio, or a paved driveway. According to City code, rainwater needs to flow from the new impervious surface area to a stormwater storage area. Examples of a stormwater storage area include a retention pond of less than six inches of depth, a detention pond of more than six inches of depth, a tree well, or a cistern (for minor development only). |

Zoning primarily controls how property may be used and where structures may be placed on the property. Various regulations within each zoning district includes what type of land use is premitted, regulations on density, building height and size, lot sizes, yards and open spaces, setbacks, signs, accessory uses, and required off-street parking including bicycles. The City's website provides zoning information as well as information on floodplain zones, escarpment overlay districts, historic districts and topography. All structures in the historic districts are assigned a historic status based upon age and integrity. The status designation directs the amount and kind of permissible exterior alterations. There are three types of status: significant; contributing; and non-contributing. Significant structures are at least approximately 50 years old and have had little or no alterations so that they mostly retain their original appearance and historic materials. Contributing structures are at least approximately 50 years old and have original appearance, such as window replacements or small additions on less important elevations. Non-contributing structures are less than approximately 50 years old, then they have had significant alteration which had caused a loss of original integrity. The highest degree of preservation is given to signifcant structures with historic materials requiring regular maintenance rather than replacement and replacement in-kind only if beyond repair. |

Any person or contractor applying for a building permit and whose project will have an increase to the City of Santa Fe's water system will be required to provide toilet retrofit credits. The amount of credits will be specific to each project. |

The applicant initially has 90 days to complete the retrofits from the time the building permit is issued, if the retrofits are not completed by this time the applicant is allowed up to three 30-day extensions with proof of progress. |

Section 14-3.5 of the Zoning Code, entitled "Rezonings" and it is available on the Land Use Department home page. It outlines the process involved in seeking a rezoning of a property before the Planning Commission. The Planing Commission also has the authority to grant variance requests and development plans. The steps involved generally include the following: 1.) Pre-Application Conference: These meetings are held on Thursday mornings in the Land Use Department Conference Room from 9:00 am to 12:00 pm. Planning Commission Public Hearing- generally held in the City Council Chambers. 4.) Governing Body Public Hearing and Decision- City Council Meeting. |

The stormwater storage area needs to be sized to accommodate the volume of the water that will fall on the impervious surface in the design storm. The design storm is the same as the "100-year 24-hour storm event." The volume of storage needs to be available every 24 hours. In other words the pond, cistern, or tree well must be empty of water after 24 hours so that the same volume of storage will be available for the design storm, if it were to occur the next day. Projects that meet the criteria for "Minor Development" must meet the code requirements of 14-8.2(E). Projects that meet the requirement for "Minor Development" can utilize a simple 16% rule calculation. For example, the number of square feet of new impervious surface multiplied by .16 equals the cubic feet of stormwater storage required. All of the following criteria must be met for a project to be considered "Minor Development": - no more than 3500 square feet of impervious surface on the legal lot
- no more than 5000 square feet of total disturbance on the legal lot
- no more than 10% slopes disturbed
- drainage pattern is maintained.
Any project that does not meet the criteria for "Minor Development" is considered to be "All Other Development" and must meet code requirements of 14-8.2(F). The stormwater calculations and designs for "All Other Development" projects need to be stamped by a registared New Mexico Engineer. For all projects the stormwater calculations are to be included in the building permit submittal and the stormwater design is to be included in the Site Plan of the submittal. The historic districts height ordinance was adopted in 1996. Some two-story buildings were constructed before the ordinance using other standards. According to current law, a maximum allowable height must be calculated for each individual lot. First, a streetscape is defined as 600 feet in either direction down the street from the lot or as a 300-foot radius if the building has no street frontage because it is behind the street-facing building. Then, all previously recorded heights for applicable existing buildings in the specified streetscape are averaged for the maximum allowable height. Therefore, an individual lot may have a different streetscape from a lot on another street in the neighborhood or from another lot further down the same street which is defined as within a different streetscape. |

The current revenues from rates are not enough to meet the requirements of the water system. Along with increases in operating, maintenance and capital costs, the City must also meet debt coverage requirements. This requires that a minimum level of cash reserves be maintained to ensure debt obligations are met. |
|

The Buckman Direct Diversion Project (BDD) has the biggest impact on the financial plan for at least the first few years (2009 through 2011); however, overall inflation is also a factor. This is especially true for items such as gas and electricity, which have increased in cost above inflation. |
|
|
The costs of new growth are offset, in part, by the Utility Expansion Charge (UEC). The UEC is a one-time charge to new connections and this revenue is used to pay for capital to expand capacity. Capital costs that cannot be funded by the UEC must be funded from a variety of other sources, including rates or alternatively through developer contributions to infrastructure. |

BDD makes up a large component of the financial plan capital requirements and we do not anticipate these costs going down. On the operating side, rising energy costs have put pressure on operating expenses. Given these facts and due to the need to maintain cash reserves, the water rate increase was adopted to be applied at an equal rate over 5 years to minimize a sudden, stressful spike in rates that could harm businesses and residents. |

Staff looked at the Housing Opportunity Program (HOP) which is run by the City's Office of Affordable Housing. As part of affordable development the Office of Affordable Housing will issue a notice to the Water Division stating whether an applicant qualifies for HOP. HOP allows for a discounted Utility Expansion Charge (UEC) for a 5/8" residential service from $2,013 to $800. The City does offer a Low Income Credit (LIC) which is annual and quarterly depending what the person qualifies for. On the water portion, the monthly service fee is waived (meter charge), the storm water fee ($1.00) and the annual water conservation charge. Consumption and water quality fees are charged to the customer. Approval for LIC is based on annual income and we follow federal poverty guidelines. The difference between annual and quarterly is: Annual is more long term; elderly and permanently disabled. Quarterly is for short term disability and unemployment. |

Almost all of the water delivered to customers by the City of Santa Fe is produced by our current water supply sources which include the Santa Fe River reservoirs with the Canyon Road water treatment plant, and large wells located within the City and in the Buckman area. These sources do not provide a reliable supply of sufficient water even for the near-term. The City is pumping too much water from regional groundwater wells, potentially damaging the undergournd aquifer that is their source and reducing flows in the Rio Tesuque, Rio Pojoaque, and La Cienega springs. Meanwhile, the City of Santa Fe's Santa Fe River reservoirs can only supply about half of the region's drinking water needs in the best of years. In some dry years (such as 2002) the reservoirs provide very little water and we have to enact emergency water use measures. |
|

The City of Santa Fe does not have enough reliable, sustainable drinking water right now. The supply we do have could be dramatically reduced by circumstances we cannot control -- such as prolonged drought or a fire in the watershed. The longer we wait, the less certain we are of maintaining a sustainable supply of drinking water under all conditions. |

Many alternatives have been considered, but the BDD project is the best choice as an additinal source of drinking water for the Santa Fe region in the near-term for three main reasons: 1) the Rio Grande is the only source of sustainable water in the vicinity of the Santa Fe region; 2) the City and County already have rights to significant quantities of imported San Juan-Chama Project water that is available for diversion only from the Rio Grande; and 3) diversion from the Rio Grande at alternative locations as evaluated in the BDD Environmental Impact Statement would be more difficult or impossible. |

CashKeys are extremely durable and able to withstand exposure to heat, cold, and moisture. They are also unaffected by magnetic or X-ray exposures (such as security metal detectors). Since normal usage should not affect your CashKey, no refunds will be issued unless we can determine the remaining balance on your key. |

After inserting the CashKey, pull it slightly out of the keyhole (about two centimeters), then reinsert the CashKey. Each reinsertion deducts $0.25 from the CashKey and adds 15 minutes on the meter up to the posted time limit on the meter. The meter will not register more than the posted time allowed. After the desired amount of time registers on the meter, simply remove the CashKey. CAUTION: Since the CashKey does not need to be completely removed before adding additional time to the meter, be careful to avoid unintentional deductions from the CashKey.If the Cashkey is left inserted for more than five seconds, it will cause an out-of-order mode on the meter until the key is removed. This is to alert you in case you inadvertently leave the Cashkey in the meter. |

The CashKey is programmed at the time of purchase with a desired value of parking requested by the customer ($10 minimum). The key is used by inserting it into the keyhole (next to the coin slot) of an electronic parking meter. When you fully insert the key into the meter, it displays the value remaining on your key in dollars and $0.25 increments. No turning of the key is necessary. The first key insertion will only display the value remaining on the key and will not register the time. To register time on the meter, pull out the key and reinsert it. The meter will automatically deduct $0.25 from your key balance and register 15 minutes on the meter. |

As the City of Santa Fe has grown less agricultural, we still recognize that our health and development depend upon the ecological integrity of the river that sustains us. |

There are three ways to donate to the fund. 1. If you are a utility customer of the City of Santa Fe, you can give one-time donations whenever you are inspired to do so by checking a box on your monthly bill indicating the amount you’d like to donate and including that amount in your check. 2. As a utility customer, you can fill out an application, easily acquired from the City’s Utility Billing Division or from the City’s website, to sign up for the monthly addition of a donation to your utility bill. 3. If you are not a utility customer of the City of Santa Fe, you can donate to the fund at the cashier’s window at City Hall or the Water Division Office on San Mateo. |

In compliance with the provisions of the Federal Clean Water Act, the City of Santa Fe must obtain federal authorization to discharge pollutants to waters of the United States via our storm sewer system. In order to qualify for the NPDES permits necessary to do so, we must implement a plan to reduce and control the pollutants that are carried into these waters. The Storm Water Management Division is responsible for implementation of the City of Santa Fe Stormwater Management Plan and for enforcement of city and state ordinances and regulations relative to stormwater pollution and management. |

Through the use of approved Best Management Practices (BMP), contractors are expected to control erosion and sediment transfer at a construction site and not allow these and other construction-related pollutants to enter the stormwater system. The contractor is obligated to apply for coverage under the State of New Mexico Construction General Permit via the United States EPA if land disturbance is ≥ one acre. The City’s role is to assure compliance with these and other local requirements. |
